And as I'm sure you've discovered, jumping in and out of combat is not exactly how Fury is maintained. WebSo why not give regen in city of heroes the same type of concept. Regen sustains the character BUT also adds offensive options. To make it more insane you can make regen a RISK/REWARD type of build where you can do more damage at the expense of doing a little damage to yourself.
